In 2009, the then-<strong>Governor Valentina Matvienko<\/strong> promised her support for the project.<\/p>\n\n\n\n<p>The <strong>Cyprus-based IFG Basis fund <\/strong>was established to invest in commercial and residential real estate in Eastern Europe, Russia, China, and the Persian Gulf countries. It maintained long-standing relationships with global hotel operators, including Hilton, Marriott, Ritz, Four Seasons, and Peninsula.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"1022\" height=\"460\" src=\"https:\/\/ksokolovarchive.cc\/wp-content\/uploads\/2012\/01\/image-3.webp\" alt=\"\" class=\"wp-image-890\" srcset=\"https:\/\/ksokolovarchive.cc\/wp-content\/uploads\/2012\/01\/image-3.webp 1022w, https:\/\/ksokolovarchive.cc\/wp-content\/uploads\/2012\/01\/image-3-300x135.webp 300w, https:\/\/ksokolovarchive.cc\/wp-content\/uploads\/2012\/01\/image-3-768x346.webp 768w\" sizes=\"auto, (max-width: 1022px) 100vw, 1022px\" \/><\/figure>\n\n\n\n<p><strong>In 2009, Valentina Matvienko and Roland Burger, Vice President of IFG Basis, signed a memorandum of understanding.<\/strong> Plans were made to develop several five-star hotels in St. Petersburg, encompassing both the acquisition of existing projects and new construction. One of the nearly completed projects is a hotel in the &#8220;House with Lions,&#8221; which is scheduled to open this spring.<\/p>\n\n\n\n<p>The investor for the Shagin House reconstruction project at 145b Fontanka is JSC &#8220;Nezhiloy Fond Consult.&#8221; Market participants believed the Molchanov family to be behind this company.
